The Sexual Abuse of Deaf Women in Philippines

The sexual abuse of Deaf women: a human rights scandal in the provinces of Philippines.

MANILA - According to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

Imagine living in a home that is also, strangely, a foreign country, where you can neither fully understand what is going on, let alone be understood. Now imagine your life was like that 24 hours a day every single day. This is the plight of women like Anica and Diane, two Deaf women in their 20s, who like many other Deaf women have been sexually abused.

Anica, born Deaf, is a petite woman with a bubbly disposition. But behind the sunny demeanor lies a deep scar. During her teenage years, she was sexually molested by an uncle. The case remains unreported because she is too afraid to file a report.

Living in the same compound as her uncle, she harbors a terrible fear not only of family retaliation but also of being misunderstood by the police, given a lack of trustworthy interpreters. She has little motivation to push through with her case.

Many abused Deaf women share Anica’s plight. Desperate, they feel there is nowhere to turn for help. Most are hesitant to confide in family members because of long-standing communication barriers.

Diane, both taciturn and mercurial, is another survivor. Linguistically isolated since early childhood, she can only communicate through gestures and drawings. Her chronicle is heart wrenching: she was trafficked from her rural hometown to a large city, where she was forced to work in the sex trade, from which after several harrowing experiences she finally escaped.

Then she went through what the system had to offer: Diane was shuffled from one government agency to another; lived in a shelter for women and children; was put into foster care for one and half years before her family was found and she was eventually returned home.

Tragically, these are not anomalies. Indeed, the numbers in this context are genuinely disturbing: according to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.

To press charges against her traffickers, Diane would have needed an accredited interpreter to give her testimony (otherwise, the authorities might deem it hearsay), but she was not provided with one. Indeed, throughout her entire stay at the shelter, she had no access to any interpreters at all.

Diane also appears to be suffering from Post-Traumatic Stress Disorder, but has never been diagnosed or treated because her deafness makes communication a constant challenge.

In a 2012 report by the PDRC, it was noted that a lack of awareness and sensitivity in dealing with disabled persons continuously bogs down our legal and judicial systems. For example, the inappropriateness of assigning male interpreters for female victims of rape and sexual violence may cause further trauma... $5.75 Million Settlement Awarded To Deaf & Blind Students

VIDEO: $5.75 Million Settlement Awarded to Deaf and Blind Students Sexually Assaulted by Gang at Hawaii Public School.

HONOLULU - A young girl is forced to perform oral sex on an older boy while he films her with his cell phone camera and students at their school look on, another young girl becomes pregnant after she is raped by a male student at her school, a young boy is sodomized in the bathroom by an older student, but school administrators don’t penalized the perpetrator, another child is sexually assaulted by five boys on campus, and nothing is done to stop them or punish them after the fact.

These are not scenarios from an NBC’s Law and Order: Special Victims Unit episode, they are actual events that parents say took place at the Hawaii School for the Deaf and Blind, the state’s only public school for children with these disabilities.

For more than a decade, some of the school’s administrators and students covered up a terrible secret young children between 12 and 16 years old were being terrorized - robbed, raped, sodomized and even gang raped on campus and on the school buses – not by employees, but by other children. There are just 80 children enrolled in the school, which is located on the edge of Waikiki, Hawaii’s main tourism hub, and just across the street from the Honolulu Zoo.

One student heading a gang calling themselves the “Ringleaders” orchestrated the attacks, and students were ordered to participate as attackers or retaliated against.

Michael Green is one of five attorneys who successfully secured a $5,750,000 settlement last week from the state and a school counselor. ... Read more: http://www.hawaiireporter.com/5-75-million-settlement-awarded-to-deaf-and-blind-students-sexually-assaulted-by-gang-at-hawaii-public-school/123

Montreal Institute For The Deaf Ex-Students Allege Horrific Abuses

VIDEO [CC] - Montreal School for the Deaf's ex-students allege horrific abuses. Warning: This story with the video contains potentially disturbing content.

MONTREAL - Former students at a church-run institute for the Deaf in Montreal have come forward with graphic tales of sexual abuse they allege they suffered during more than four decades.

Quebec's Superior Court authorized a class-action lawsuit last March against members of the Clerics of St-Viateur who worked at the school, formerly known as the Montreal Institute for the Deaf.

The former boarding school was run by the Clerics of Saint-Viateur, a religious congregation founded in 1831.

According to students who attended the all-boys institute between 1940 and 1982, violent sexual assaults were commonplace. Denis Chalifoux, who alleges he was eight years old when the abuse began in 1968, is one of 64 claimants taking part in the class action against 28 religious staff and six lay workers.

Only four or five of the alleged abusers would still be alive today.

Most of the alleged victims' identities are protected in court documents, but Chalifoux came forward to tell his story to CBC's French-language service with the help of a sign language interpreter. He described horrific acts allegedly at the hands of a staff member. "He showed me his penis. It was in front of me, in my face. I didn't want to look," Chalifoux told Radio-Canada. "He touched my cheek with it. All the while, he was masturbating." ... Read The Full Story

Sexual Abuses Children At Montreal School For The Deaf

Sexual Abuses Children by priests at Montreal School for the Deaf in Quebec, Canada.

MONTREAL -- Lawsuit alleges dozens of clergy abused children at Montreal school for Deaf. Another chapter of Quebec’s dark history of the sexual abuse of children in church-run institutions was aired this week by Radio-Canada. But this was not just any chapter. It threatens to be one of the most horrifying in an already heartbreaking record.

It deals with the sexual abuse of young boys, already vulnerable because of their age but doubly or triply so because they were also Deaf and mute. Their alleged abusers were educated men who promised to set the boys free from their silent world.

Clerical and lay members of a much-admired Roman Catholic teaching order, the Clercs de Saint-Viateur, these men did not set the boys free. The boys who say they were abused ended up in a living hell, terrified of telling anyone what was happening to them. They remained trapped in that hell in adulthood, unable to erase the grotesque images in their heads of masturbating priests and anal rape.

This case may turn out to be the worst ever seen involving the abuse of Deaf children. Unlike the previous record, held by a single Roman Catholic priest, Lawrence Murphy of Wisconsin, in Quebec more than 30 clergy are alleged to have abused the Deaf children in their care, sometimes one after another. (Murphy, who may have sexually assaulted as many as 200 children at a school for the Deaf in Wisconsin, was denounced in 1996 to Cardinal Joseph Ratzinger, now Pope Benedict XVI.

Radio-Canada’s investigative program EnquĂȘte called its program The Perfect Victims. The boys came as boarders to the only school for the deaf in the province at the age of 7 or 8. Many were thrilled to be at the school, where for the first time they would be taught to communicate with other children and learn to read and write. ... Read The Full Story
