Deaf Teacher Arrested For Raping Toddler

Deaf News: Deaf teacher arrested for defiling 6-month-old baby in Nigeria.



DAMATURU, NIGERIA -- Daily Trust: 40-year-old Deaf teacher, Shaaibu Yakubu Abdullahi, has been arrested by the Nigeria Security and Civil Defence Corps, (NSCDC), for allegedly defiling 6-month-old baby in Potiskum, Yobe state.



According to the NSCDC Commandant, Muhammad Gidado Fari, the suspect was arrested after a non-governmental organization, National Council of Women Society (NCWS) reported him to the corps.



He said the Deaf teachers allegedly conspired with his 10-year-old student, (name withheld) who took the 6-year-old baby to him from her neighbor’s house, “He defiled the baby,” he said



The commandant said the suspect denied any knowledge of the case, but the 10-year-old student insisted that it was Shaaibu, pointing at him in a group picture of staff and students taken in the school.



He said that the matter was taken to the state’s Ministry of Justice for prosecution as the case needs a professional in sign language to interpret.



The President, National Council of Women Society, (NCWS) Halima Kyari Joda, said the Baby was taken to University of Maiduguri for treatment,



“She was attended by a consultant, she underwent two separate operations. But, we will continue to pursue her case until justice is served” she added.

Deaf Victims of Human Trafficking in Israel

Deaf News: Police crack ring that smuggled Deaf Eastern Europeans into Israel to work as beggars.





JERUSALEM, ISRAEL -- Six human smuggling ringleaders arrested on suspicion of trafficking, forced labor, assault and rape. Police arrested six people on Monday suspected of smuggling Deaf people from Eastern Europe into Israel, forcing them to work as beggars and confiscating their earnings.



The six are suspected of serious offenses, including human trafficking, false imprisonment, forced labor, assault, rape, withholding passports and conspiring to commit a crime.



Police said they were detained in a “swift, professional and covert investigation,” based on information from the Population, Immigration and Borders Authority. The trafficking in Deaf people was first revealed by Haaretz almost two years ago.



Three of the suspects are from Rishon Letzion, with the others from Ashkelon, Netanya and Bat Yam. They are believed to have brought Deaf people from Eastern Europe into Israel on tourist visas, forcing them to work as beggars, often treating them violently and extorting and threatening them.



Police say the ring provided the beggars with housing, took away their passports and confiscated a significant portion of the money they earned. One of the victims is believed to have been sexually assaulted, police said.



The beggars come from relatively poor countries, like Ukraine, Moldova, Romania and Estonia, population authority officials said. The ring also used Deaf Israelis and Palestinians. Ten beggars who were being held in an apartment in the Netanya area were brought to a shelter for victims of human trafficking.



The beggars carried notes enabling them to interact with bus drivers, taxi drivers and passersby. They also carried receipt books bearing the international symbol of the Deaf and Hard-of-Hearing, along with dolls they would give to anyone giving them a donation. The population authority said the beggars worked places like the Azrieli Mall and Tel Aviv Port, the Gold Mall in Rishon Letzion, the Herzliya Marina and the Malha Mall in Jerusalem. During the summer they were even sent to Eilat.



They were forced to work 14-16 hours daily and each would take in an average of between 1,500 shekels ($397) and 2,000 shekels ($529) a day, of which they were allowed to keep only 200 shekels. The rest went to their handlers, ostensibly to pay for their plane tickets and accommodation.



The population authority said that dozens of beggars had been arrested, questioned and deported to their countries of origin in recent years. The administration’s enforcement division noted that it had given real-time information about the trafficking ring to the police and the Justice Ministry.



The authority said it first heard about this type of human trafficking three years ago, when two Deaf people from Eastern Europe were deported after being caught soliciting funds in Be’er Sheva for a fictitious organization. Their arrest spurred an investigation that revealed they were part of a ring of hundreds of beggars.



Yossi Hadad, who is responsible for the authority’s intelligence office in the south of the country, told Haaretz two years ago that the ringleaders would lure their European prey to Israel through dating websites for the Deaf.

Keeping Deaf Children Safe From Sexual Abuse

The National Society for the Prevention of Cruelty to Children (NSPCC) have launched a new video version of its successful Underwear Rule guidance today to help keep Deaf children safe from sexual abuse.



The film is in British Sign Language and includes subtitles. It aims to teach Deaf children about the Underwear Rule and encourages them to share secrets that upset them with a trusted adult.





The successful campaign is designed to allow parents to start easy conversations with their children without having to mention scary words like sex or abuse. It teaches them that their privates are private and that their body belongs to them. See BSL video: https://youtu.be/lvD74L86Mr8

The Sexual Abuse of Deaf Women in Philippines

The sexual abuse of Deaf women: a human rights scandal in the provinces of Philippines.





MANILA - According to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.



Imagine living in a home that is also, strangely, a foreign country, where you can neither fully understand what is going on, let alone be understood. Now imagine your life was like that 24 hours a day every single day. This is the plight of women like Anica and Diane, two Deaf women in their 20s, who like many other Deaf women have been sexually abused.



Anica, born Deaf, is a petite woman with a bubbly disposition. But behind the sunny demeanor lies a deep scar. During her teenage years, she was sexually molested by an uncle. The case remains unreported because she is too afraid to file a report.



Living in the same compound as her uncle, she harbors a terrible fear not only of family retaliation but also of being misunderstood by the police, given a lack of trustworthy interpreters. She has little motivation to push through with her case.



Many abused Deaf women share Anica’s plight. Desperate, they feel there is nowhere to turn for help. Most are hesitant to confide in family members because of long-standing communication barriers.



Diane, both taciturn and mercurial, is another survivor. Linguistically isolated since early childhood, she can only communicate through gestures and drawings. Her chronicle is heart wrenching: she was trafficked from her rural hometown to a large city, where she was forced to work in the sex trade, from which after several harrowing experiences she finally escaped.



Then she went through what the system had to offer: Diane was shuffled from one government agency to another; lived in a shelter for women and children; was put into foster care for one and half years before her family was found and she was eventually returned home.



Tragically, these are not anomalies. Indeed, the numbers in this context are genuinely disturbing: according to the former Philippine Deaf Resource Center (PDRC), one out of every three Deaf women in the Philippines is sexually harassed or raped. Half of the cases happen in the victim’s own home, with neighbors and even family members being the most common perpetrators. Despite the general decrease in rape cases throughout the country, rape remains the most widespread crime against Deaf women.



To press charges against her traffickers, Diane would have needed an accredited interpreter to give her testimony (otherwise, the authorities might deem it hearsay), but she was not provided with one. Indeed, throughout her entire stay at the shelter, she had no access to any interpreters at all.



Diane also appears to be suffering from Post-Traumatic Stress Disorder, but has never been diagnosed or treated because her deafness makes communication a constant challenge.



In a 2012 report by the PDRC, it was noted that a lack of awareness and sensitivity in dealing with disabled persons continuously bogs down our legal and judicial systems. HONOLULU - A young girl is forced to perform oral sex on an older boy while he films her with his cell phone camera and students at their school look on, another young girl becomes pregnant after she is raped by a male student at her school, a young boy is sodomized in the bathroom by an older student, but school administrators don’t penalized the perpetrator, another child is sexually assaulted by five boys on campus, and nothing is done to stop them or punish them after the fact.



These are not scenarios from an NBC’s Law and Order: Special Victims Unit episode, they are actual events that parents say took place at the Hawaii School for the Deaf and Blind, the state’s only public school for children with these disabilities.







For more than a decade, some of the school’s administrators and students covered up a terrible secret young children between 12 and 16 years old were being terrorized - robbed, raped, sodomized and even gang raped on campus and on the school buses – not by employees, but by other children. There are just 80 children enrolled in the school, which is located on the edge of Waikiki, Hawaii’s main tourism hub, and just across the street from the Honolulu Zoo.



One student heading a gang calling themselves the “Ringleaders” orchestrated the attacks, and students were ordered to participate as attackers or retaliated against.

Sex Assaults Lawsuit Involving Deaf & Blind Students

HONOLULU - A multi-million dollar settlement has been reached in a sex assault lawsuit involving Hawaii Center for the Deaf and Blind. It's been a year and a half since the State was sued by a group of students at the school. The students alleged they had been sexually abused by other students.



Friday, the attorney representing the group announced that a multi-million dollar settlement has been reached. A spotlight was cast on the Hawaii Center for the Deaf and Blind in the Kapahulu area in 2011, after police started investigating allegations of widespread sex abuse between classmates.



In August 2011, Honolulu attorney Michael Green filed a lawsuit against the state, on behalf of 50 to 60 students.







"What we found out was, and I never thought about this, that we had children who were the aggressors, we're talking about sodomizing boys, boys on boys, boys on girls, girls on girls, in the bathroom, on school buses, in the bushes, that because no one seemed to care it seemed like it was okay. So people who were victims became aggressors. And you know that part that maybe affected me the most aside from the fact it's happening to young people, and people that have disabilities is that if you cry out who can hear you? If you have blind students who can see it?" said Green.

Deaf Boy Sexually Assaulted In Florida

FORT PIERCE, FLA. - Jose Macias, 63, raped 13-year-old Deaf boy, police say.



A woman tells WPBF 25 News' Angela Rozier she caught a man, later identified as Jose Macias, sexually assaulting her Deaf son inside an abandoned house in Fort Pierce.







A 63-year-old Fort Pierce man was in jail Thursday, accused of sexually assaulting a 13-year-old boy. The boy's mother told WPBF 25 News the incident happened Wednesday afternoon inside an abandoned house located at 202 N. 28th St.



She said she saw her son walk off with a man on a bike. By the time she caught up with them, she discovered them inside an abandoned house.



"(I) kind of caught them in the act," said the boy's mom.



According to a police report, the 13-year-old boy identified Jose Macias in a photographic lineup as the person who took him into the vacant house and sexually assaulted him... Deaf Aide Teacher Charged With Sexual Abuse

Deaf News: An aide teacher Clarence Taylor charged with sexual abuse at Maryland School for the Deaf.



FREDERICK, MD -- Charges allege he molested girls at school in Columbia, Maryland. An aide at the Maryland School for the Deaf was arrested and charged Thursday with multiple counts of sexual abuse after being accused of touching three students between 2008 and 2010.



Howard County Police say that Clarence Cepheus Taylor, a 37-year-old Windsor Mill, Md. resident, inappropriately touched three girls while working as an evening-shift dorm aide at the Columbia school for the Deaf and Hard of Hearing.



Three students, who are now aged 15 and 16, have come forward with allegations of abuse, and investigators believe there may be more victims.
