The Halifax Explosion - The Deaf Experience

VIDEO [CC] - Deaf News: Documentary film explores experience of the Deaf community during Halifax Explosion.

HALIFAX, NS -- MetroNews: Film examines why everyone at the Halifax School for the Deaf survived despite damage and weather that followed the disaster. The 1917 Halifax Explosion has been the subject of numerous movies and books.

But the disaster as experienced by the Deaf community has been relatively unknown.

That’s why Linda Campbell and Jim McDermott, who are both Deaf, decided to co-produce a documentary film to highlight that story.

Halifax Explosion: The Deaf Experience’ should be ready for viewing in time for the 100-year commemoration of the event on Dec. 6, 2017.

Nova Scotia actually has a long history of inclusiveness when it comes to the Deaf community and our allies,” explained Linda Campbell.

“Upon learning that the Deaf community's experiences during the Halifax Explosion is so poorly documented despite a wealth of books, movies and published stories about this important event, we felt it was necessary to preserve some of those stories for sharing.”

Campbell and McDermott agreed to an interview, but it had to be conducted via email as they both communicate using American Sign Language.

When collecting information for the film, Campbell said they were surprised to learn everyone in the Halifax School for the Deaf survived the explosion, despite how badly damaged the school was.

“It was so close to the zone of maximum damage that every single window shattered, plaster ceilings collapsed and doors flew off their hinges. Many people got badly cut by the flying glass,” Campbell explained.

“Yet only two boys were hurt badly enough to go to the hospital. Not only that, there was a bad blizzard with freezing temperatures right after the explosion occurred, and many people across Halifax died from exposure. Even so, no one in the (school), student or staff, died from the cold."

She said the film examines why everyone survived despite the damage, the shock, and the weather.

It will also introduce people to Maritimes Sign Language.

“Many people in Nova Scotia do not know we have our own distinctive sign language, Maritimes Sign Language (MSL) which is syntactically and grammatically distinct from American Sign Language (ASL),” Campbell explained.

“Unfortunately, MSL as a language is fading out, although you can still see old MSL signs being used during ASL conversations every day here. Our film will include examples of MSL signs and dialogue as a part of our storytelling process.”

McDermott said the documentary will include a mix of historical photographs, narration, and interviews with older members of the deaf community who attended the Halifax School for the Deaf.

Despite funding from municipal and provincial grants, the project requires additional funding. At press time they were just $100 shy of their initial crowdfunding goal on their IndieGoGo page.

“While we are nearing our stated goal, we do hope to raise at least $5,000 to cover post-production costs,” McDermott said.

Deaf Victims of Human Trafficking in Israel

Deaf News: Police crack ring that smuggled Deaf Eastern Europeans into Israel to work as beggars.

JERUSALEM, ISRAEL -- Six human smuggling ringleaders arrested on suspicion of trafficking, forced labor, assault and rape. Police arrested six people on Monday suspected of smuggling Deaf people from Eastern Europe into Israel, forcing them to work as beggars and confiscating their earnings.

The six are suspected of serious offenses, including human trafficking, false imprisonment, forced labor, assault, rape, withholding passports and conspiring to commit a crime.

Police said they were detained in a “swift, professional and covert investigation,” based on information from the Population, Immigration and Borders Authority. The trafficking in Deaf people was first revealed by Haaretz almost two years ago.

Three of the suspects are from Rishon Letzion, with the others from Ashkelon, Netanya and Bat Yam. They are believed to have brought Deaf people from Eastern Europe into Israel on tourist visas, forcing them to work as beggars, often treating them violently and extorting and threatening them.

Police say the ring provided the beggars with housing, took away their passports and confiscated a significant portion of the money they earned. One of the victims is believed to have been sexually assaulted, police said.

The beggars come from relatively poor countries, like Ukraine, Moldova, Romania and Estonia, population authority officials said. The ring also used Deaf Israelis and Palestinians. Ten beggars who were being held in an apartment in the Netanya area were brought to a shelter for victims of human trafficking.

The beggars carried notes enabling them to interact with bus drivers, taxi drivers and passersby. They also carried receipt books bearing the international symbol of the Deaf and Hard-of-Hearing, along with dolls they would give to anyone giving them a donation. The population authority said the beggars worked places like the Azrieli Mall and Tel Aviv Port, the Gold Mall in Rishon Letzion, the Herzliya Marina and the Malha Mall in Jerusalem. During the summer they were even sent to Eilat.

They were forced to work 14-16 hours daily and each would take in an average of between 1,500 shekels ($397) and 2,000 shekels ($529) a day, of which they were allowed to keep only 200 shekels. The rest went to their handlers, ostensibly to pay for their plane tickets and accommodation.

The population authority said that dozens of beggars had been arrested, questioned and deported to their countries of origin in recent years. The administration’s enforcement division noted that it had given real-time information about the trafficking ring to the police and the Justice Ministry.

The authority said it first heard about this type of human trafficking three years ago, when two Deaf people from Eastern Europe were deported after being caught soliciting funds in Be’er Sheva for a fictitious organization. Their arrest spurred an investigation that revealed they were part of a ring of hundreds of beggars.

Yossi Hadad, who is responsible for the authority’s intelligence office in the south of the country, told Haaretz two years ago that the ringleaders would lure their European prey to Israel through dating websites for the Deaf.

Family of Deaf Father Killed by Police Speak Out

VIDEO [CC] - Deaf News: Family members of Deaf father killed by North Carolina trooper speak out to the media in Charlotte.

CHARLOTTE, NC -- WCCB: Donors raised more than $2,600 for the family of the hearing impaired man killed when a state trooper shot him Thursday. Daniel Harris’ family says they will use the money to pay for his cremation.

Troopers say Harris was speeding and failed to pull over on I-485 Thursday night. When he did stop on Seven Oaks Dr., Trooper Jermaine Saunders says Harris advanced. That’s when he says he shot.

His immediate family members are also hearing impaired. His brother, Jay Harris, spoke to WCCB Charlotte through a sign language interpreter. “He was unarmed,” said Jay Harris. “And he is a Deaf individual, and I think that he was just afraid.”

To activate this feature, press the "CC" button.

Jay Harris thinks his brother was unaware Trooper Saunders was trying to pull him over for speeding. Trooper Saunders says he shot Harris because he was advancing and not following commands.

“He could not hear their warnings. He could not hear their commands to stop or to stay away from them,” said Jay Harris.

Harris was a father of a four-year-old little boy. Family says his mother is in the hospital with a heart issue since the shooting.

“He was shot, and now we’re left with nothing,” said Jay Harris.

They want the state to document in the DMV system when a driver is Deaf to alert officers when they pull over someone who is hearing impaired.

“What is wrong with us, and what is wrong with a system that allows this to continue to happen? It needs to stop,” said Jay Harris. “Daniel’s death represents that he is a hero in our Deaf community. He will raise awareness on this issue so that we can prevent this from happening to other Deaf people in our community.”

Deaf Man Killed In Shooting By State Police

VIDEO: Deaf News: Deaf man fatally shot by trooper after chase in Charlotte.

CHARLOTTE, NC -- A man killed by a state trooper in northeast Charlotte after a traffic stop escalated into a chase is Deaf, according to neighbors.

Investigators say Trooper Jermaine Saunders attempted to pull over a Volvo on 485 for speeding. However, they say the driver, Daniel Kevin Harris, did not stop.

The chase continued off 485, to Rocky River Road exit, eventually ending at Seven Oaks Drive with both vehicles damaged.

"I was here in my driveway and I saw the highway patrol car come through and it was smoking really bad," said Mark Barringer. "About 10 seconds later, I heard one gunshot."

Barringer says when he went to take a closer look, he saw Harris in the middle of the street. He died just a few feet from his front door. Several neighbors have put flowers near where Harris took his final breaths.

"It was surreal, you just don't expect to see something like that," said Barringer. "When the gunshot went off, it was scary."

Detectives say Trooper Saunders and Harris got into "an encounter" before he fired his weapon. Neighbors say Harris' car spun out of control and was shot almost immediately after exiting the vehicle.

They say Harris was likely trying to communicate with the trooper using sign language before he was killed.

"They should've deescalated and been trained to realize that this is an entirely different situation, you're pulling someone over who is Deaf, they are handicapped," said Barringer. "To me, what happened is totally unacceptable."

Trooper Saunders has been placed on administrative leave.

The SBI is leading the investigation. They say they will review dash and body cam videos from Highway Patrol and CMPD.

Deaf Footy Fans Claims AFL Discrimination

Deaf News: Deaf footy fans claims Australian Football League discrimination.

MELBOURNE, AU -- The Age: The email came from a woman in Adelaide. "You moron, are you stupid? Are you paying for the interpreter or is the taxpayer paying for it? There are bigger issues in the world then a f--king interpreter".

Ramas McRae smiles, and shrugs his broad shoulders.

The Deaf community advocate has become the target of abusive messages after his public push to get the Australian Football League to provide Auslan (Australian sign language) translation at the Grand Final.

But when you're born with a disability, you learn to grow a thick skin, the Hawthorn fan says, signing to me through an interpreter, Mark Quinn.

A Hawthorn fan, McRae asked the league to provide a translator for the entertainment and ceremonies during the Grand Final this year, including the anthem. But the AFL refused, saying the closed caption system on TV was appropriate.

So McRae has lodged a complaint with the Australian Human Rights Commission, claiming the AFL have discriminated against him on the basis of his disability, and also launched a change.org petition. He is supported by a range of groups, including Deaf Australia and Deaf Victoria.

With the AFL promoting awareness of the women's league, and LGBTI recognition through its Pride game, McRae wants it to extend this inclusion to Deaf people (at the cost of a few hundred dollars).

"The Deaf community, and Deaf football fans, have the right to be a visible part of this huge sporting event," McRae says. "As citizens, we also have the right to see the national anthem in our preferred language."

Closed captions often have a 30-second to one-minute time lag on them, and require a screen, which means people who are at the game will not be able to see them, he says. Auslan is a language with its own syntax and grammar, which is quite different to English.

Internationally, particularly in the United States, sign language is commonly used at sporting events, including at the grand finals of the National Football League and National Basketball Association.

"For Deaf Americans it's very normal. People are often quite surprised internationally that Australia lags so far behind."

Some sporting codes are keen on the idea. Melbourne Racing Club's head of racing, Jake Norton, contacted McRae after he heard about his request. The club would like to introduce interpreters at major race meets, he said.

The AFL believes an on-ground interpreter would not be seen by the crowd, because of the distance from the seating to the arena, a spokesman said in a statement.

And because the broadcast coverage moves around the crowd and arena – and rarely focuses on the announcer – an interpreter would not often be seen, he said.

Having an interpreter shown in a separate box in one corner of the television screen would still be difficult to see clearly, and would impact on the wider broadcast, he said.

The words of the anthem could be displayed on LED signage during the pre-game period, and the AFL is discussing this possibility, he said.

Deaf History THAT - "Who Was Melville Ballard"

VIDEO [CC] - A short film from NAD in the Deaf History THAT: "Who Was Melville Ballard" with Linsay Darnall, Jr.

SILVER SPRING, MD -- The National Association of the Deaf is excited to release the new video series, Deaf History That! In this brief episode, Linsay Darnall, Jr. introduces Melville Ballard and shares some interesting facts about him.

To activate this feature, press the "CC" button.

Video description and transcript:

A man sits on an antique sofa, in front of a window. A small transparent NAD logo appears on bottom right.

LINSAY: There are many interesting Deaf people and among them, I’d like to tell you about one person in particular -- Melville Ballard. He was born in Maine and since he was Deaf, there were no known educational institution for Deaf children nearby. When he was eleven years old, he was informed that there was a Deaf school in Hartford. He enrolled and after nine years, Ballard completed his education. The school asked him to become a teacher there. The Columbia Institute for the Deaf and Dumb in Washington, D.C. asked him to teach there, Ballard accepted the offer and soon afterwards, the college for the Deaf was established. He decided to enroll there and after two years, he graduated. Afterwards, he went back to teaching and did so for over fifty years! While he was teaching, Ballard along with a few others, founded a newspaper for Deaf people. The paper was called The Silent World. Ballard was actually one of the participants at that conference in Milan, Italy in 1880. Oh, here's another interesting fact about Ballard -- Congressman James Garfield, who later became the President of the U.S., corresponded with the French Emperor Louis Napoleon Bonaparte III, who communicated in French. The Congressman needed somebody to help him with the translation so he used Ballard, who was fluent in English, French, and Latin, to help with the translations. With Ballard's help, Garfield was able maintain his communications with the French Emperor. So, that is what I wanted to share with you today.

Deaf Movie Fans Sues Celebration! Cinemas

VIDEO: Deaf News - Celebration! Cinemas sued for failing to accommodate Deaf, Hard of Hearing in Michigan.

BENTON HARBOR, MI -- FOX News: West Michigan movie fans who are Deaf and Hard of Hearing are suing Celebration! Cinemas for discrimination, alleging their Benton Harbor theater fails to provide widely available captioning accommodations.

Graham Forsey, 23, a St. Joseph resident who is Deaf, alongside the National Association of the Deaf filed a lawsuit Monday against Loeks Theatres, Inc., also known as Celebration! Cinemas. Forsey says he asked the Benton Harbor theater multiple times in writing to provide captioning and Celebration! Cinemas failed to accommodate, according to the lawsuit.

Read the full lawsuit here.

“It’s about access," said Mary Vargas, an attorney representing the plaintiffs. "It’s about Mr. Forsey and members of the National Association of the Deaf being able to go to the movies.”

A non-profit representing more than 137,000 Michiganders who are Deaf and Hard of Hearing, the NAD is suing Celebration! Cinemas with Forsey stating this failure to provide captioning technology violates a basic civil right as specified under the Americans with Disabilities Act among other laws. Meanwhile, Forsey says he is forced to drive about an hour to another movie theater which accommodates him.

Celebration! Cinemas responded to FOX 17 Monday and confirmed their Benton Harbor theater does not have any captioning accommodations, releasing this statement:

"We’re fully aware of the issues surrounding this complaint and new technologies will help resolve it very soon.

The National Association of Theatre Owners (NATO) has been working actively with advocacy groups to clarify updated standards for supporting the Deaf community. These standards are currently being reviewed by the Department of Justice, and we expect a ruling from them in the very near future.

Celebration! Cinema is committed to continuing to improve services for all of our guests, and we are looking forward to the approval of these standards so we can continue to invest in closed captioning technology. Currently, we have assisted listening devices in all locations and closed captioning in our Grand Rapids and Lansing, MI markets. Benton Harbor and other locations will receive captioning equipment in the coming months upon the adoption of the new standards.

Technological solutions for visually and hearing impaired guests are evolving at a rapid rate. We look forward to working collaboratively with NATO and advocacy groups both locally and nationally on this topic.

Steve VanWagoner, VP of Marketing & Public Relations, Celebration! Cinema"

Closed captioning technology is readily available at other movie theaters. It ranges from open captioning an entire audience would see, to captioning glasses, or individual devices that fit onto a theater seat.

"It's frustrating because it’s been so many years since this was a legal requirement for theaters," said Vargas. "There are roughly 137,000 people in the state of Michigan who are Deaf and Hard of Hearing, and guess what? They’re just like everybody else. They like to go to the movies.”

CODA Woman Adopts Deaf Puppy 'Evie'

Deaf News: Deaf puppy finds forever home with loving couple.

VANCOUVER, BC -- Vancouver Sun: Evie, a playful husky-German shepherd cross, will never hear someone call her a good girl.

But the intuitive white puppy with one blue and one brown eye does know her owners think she’s special and have given her a second chance at a great life despite being completely Deaf.

Three months ago, Marisa Nielsen and fiancé Desmond Kumar were walking by the SPCA in east Vancouver when, on a whim, they went in to see the dogs up for adoption.

The two had been struggling after the death of their beloved dog Oliver in January, and decided to take a walk through the kennels even though they had no intention of adopting a dog at that moment.

But there, right before them was the match they knew was too perfect to pass up.

Nielsen, 27, is from a home in which both parents are Deaf, and Kumar works as a sign-language interpreter.

While they know how to communicate with Deaf humans, they were ready to jump through hoops to give Evie the extra attention needed for her puppy training.

“She barks when she wants to play,” Nielsen said of their new family member. “She has no idea how loud she sounds.”

While both can fully communicate in sign language, Nielsen admits it was a daunting task when they began to train Evie. “When we first got her it was a two-person job training her,” said Nielsen.

One of the toughest things at the start of the training was to keep the dog from looking off and losing focus, so one person held her head while the other would give her the hand signals.

Along the way, the couple have had some help with the training, mostly from people in the Trinity Lutheran Church for the Deaf congregation where her father David Nielsen is a pastor.

One member of her father’s church group in Surrey has a Deaf dog and Nielsen said they got some great tips. “We were told the most important thing to focus on was to get her onto as many signs as possible while she is young.”

“They love her out there,” added Nielsen.

Evie was originally bought on Craigslist as a small puppy by a young couple, but once they found out she was Deaf and would require a different training regime they sent her off to the SPCA in Vancouver.

Growing up in a family with both parents Deaf helped in the training process, said Nielsen. “Having that background was so helpful in understanding why her behaviour was different than other dogs,” she said.

Once they were able to make strides in the puppy training, Nielsen said few could tell Evie was Deaf.

“She is such a cute puppy,” said Nielsen. “She is a very calm little dog. She walks well on the leash and is very friendly with other dogs.”

Once Evie gets older, the couple plan on getting a vibration collar for her and take her to agility classes. “She is so smart and always wants to please,” Nielsen said of their prized pooch.

The BC SPCA’s Lorie Chortyk thinks the couple and the dog are a perfect fit. “For us the important thing is getting the right match,” said Chortyk. “In this case when we have an animal with special needs we work to get them matched up with the right owners.”

She warned people about buying pets off the internet. “That can be where they often sell dogs from puppy mills,” said Chortyk. “Go to a reputable breeder or go to a shelter to get a dog. There are so many great animals in shelters.“

A reputable breeder will have the history of the pup’s parents, she noted.

“We certainly do get dogs (at the shelter) that are Deaf,” said Chortyk. “Our philosophy is there is a right match for every dog that comes to us, and in this case that is what happened.”

She added that a deaf dog can have a great life, with few barriers once they are trained.

“You have to have some precautions, but they can live a long, happy life,” she said.
